Mr. Speaker. March 24. 1963. marked the 300th anniversary of the granting of the Carolina Charter by King Charles II of England. We North Carolinians proudly trace our American heritage to this historic document. When the charter was granted. North Carolina as we know it today is estimated to have contained but 2.000 people. They had emigrated to a wild. unexplored. undeveloped wilderness seeking religious and political freedom and an opportunity to improve their economic status. From this humble beginning. North Carolina has grown to the point where our State now contains over 4 - million people. We are all rightfully proud of the advances our State has made in agriculture. industry. education and the arts during three centuries of progress.
