I am particularly aware of the changes in this field. Further action is needed. not only by the Federal Government but also by State and local governments. if this problem is to be solved. Additional funds for Federal lowinterest loans should be provided for cities. States. and local units of government. Mr. President. I desire to call attention to the progress being made in this field in my home city of Portland. Oreg.. and I ask unanimous consent to have printed in the Appendix of the RECORD an editorial entitled. "Progress Refugees." which appeared in the Sunday Oregonian of February 3. 1963.
