Accordingly. no votes were called for and no particular legislative proposals were endorsed. However. it became quite clear at the Conference that the representatives of the cooperating agencies endorsed the principles contained in S. 3043. the bill that was introduced in the 87th Congress by Senator HART and 25 other Democratic and Republican Senators from 17 States. Because of my deep conviction that such remedial legislation to improve American immigration policy is long overdue.
