These countries at present very severely restrict emigration to other countries. The subcommissions draft principles were adopted by a vote of 10 to 0. with the Soviet representative abstaining. I ask unanimous consent to have printed in the RECORD at this point the summary of this action issued by the United Nations on February 1. 1963.
