I recently had the privilege of reading an address by His Excellency. the Most Reverend Robert E. Lucey. Archbishop of San Antonio. which he gave in response to his receipt of the first annual Max Nathan Award of the Houston chapter of the. American Jewish Committee. Archbishop Lucey. spoke of the intoler-. able and inexcusable exploitation of migrant laborers and called for the enactment of protective legislation to correct this situation.
