Mr. Speaker. in this mornings Washington Post there appeared a lengthy article concerning one Paul "the Waiter" Ricca. a protege of Al Capone. who was ordered deported. This man is aot only a gang leader and an extortionist. He is a murderer. He committed two murders in Italy. his homeland. According to the article he "lamented happily today that the United States cant boot him out because hes a man without another country." I would like to call attention of the authorities to section 243(g) of the WalterMcCarran Act in which it is provided that if a country does not comply with our request to accept one of its nationals who was ordered deported under the laws of the United States. all immigration to the United States from that country shall end. Under the law. it is the duty of the Secretary of State to notify the several consular officers stationed in the noncooperating country not to accept any more applications for immigrant visas. The Attorney General has written a letter to the Secretary of State asking him to try to prevail upon the Italian Government to reconsider its refusal to accept this man. The Attorney Generals letter reads as follows:
