Mr. Speaker. I rise today to discuss the critical plight of the Yugoslav refugee. The report of the House Appropriations Committee on the foreign aid bill creates the distinct impression that the framers of the report are uncertain as to the legitimacy of U.S. assistance to Yugoslav refugees. I want to express the hope that the Department of State will not interpret congressional ambiguity as authorizing any discrimination against the Yugoslav refugees. for they are among our strongest allies in the continuing struggle against Communist totalitarianism. I would at this time like to insert in the RECORD an excellent statement on this subject prepared by the National Catholic Welfare Conference and the International Rescue Committee. I hope that it will receive the widest possible attention:
