I wish to draw the attention of my colleagues to an important statement issued by Bishop Edward E. Swanstrom. executive director of the National Catholic Welfare Conference. and William J. vanden Heuvel. president of the International Rescue Committee. This statement points out thatThe ambivalent attitude of the West toward Yuogslavia has resulted in an ambivalent attitude toward Yugoslav refugees. The statement presents a clear and forceful argument for aiding these refugees. After reading this statement I am sure that all would agree that Yugoslav refugees should not be subject to discrimination. The foreign aid appropriations bill does not sanction discrimination against refugees from Yugoslavia. In addition. on page 987 of the foreign aid hearings before the House Subcommittee on Foreign Operations Appropriations. Yugoslavia is listed as a country covered by the refugee assistance program. I hope that my colleagues will read the following statement:
