Furthermore. the use of farm labor on a family farm is not analogous to the institution of migratory labor which in some areas is an important source of farmworkers. Because of this and because of the shift from family farms. the complete exemption for agriculture has ceased to be realistic and fails to deal with obvious abuses. Thus. this legislation is an attempt to break the oppressive chain of circumstances which forces these migrant children into the same unrewarding pattern of work and life which their parents are in. If they can be saved from premature work in the fields. a large step will have been taken to give these children the opportunity for a more hopeful and productive adult working life.
