President. the migratory farm families in this Nation have too long been assigned to legal limbo. They have been excluded from almost every major legislative advancement that most Americans have known. and that many Americans take for granted. In the past there has been much commiseration about the plight of migrant farm families. but no legislation. Beginning with the establishment of the Senate Subcommittee on Migratory Labor. however. the legislative deepfreeze began to thaw. Senator HARRISON A. WILLIAMS. chairman of the Subcommittee on Migratory Labor. has introduced a legislative program that has been aptly characterized as "a bill of rights for migrants." Of this sound legislative package. five bills have passed the Senate. four are pending before the House. and one. the Health Bill. S. 1130. has been enacted into law. Thus. in signing this health legislation into law. President Kennedy has made an immutable mark in American history. He signed into law the fist meaningful piece of legislation ever passed by Congress for this Nations 2 million migrant farm citizens. Dr. Howard A.
