Yang would have to wait some 7 or 8 years before he could become a citizen and his medical talents would be wasted to his adopted country during this time. I understand that general legislation is pending to cover situations such as that of Dr. Yang. I believe that this matter can be handled better through such legislation. as has been introduced by the chairman of the Immigration and Nationality Subcommittee of the Committee on the Judiciary. the gentleman from Pennsylvania . The process of private legislation in this area could continue. but. as the very able assistant to this subcommittee. Walter Bestermann. has noted. all of those who need help do not know a Congressman.
