It is fair and right that the National Government should care for the greater portion of the problem. We in Florida are trying to react as good Americans and as humanitarian citizens. and we believe we have done so. It is only fair to say that the Cuban refugees have behaved themselves in an exemplary fashion. That is the verdict of all the law enforcement agencies. school authorities. and everyone else. I think this is the most practical way we have in which to show to the unfortunate people who are refugees from their own nation that we regard them as our friends and brethren. and that we are doing our best to help to take care of them.
