But from where is this democratic government to come? What of the Cubans themselves? The thousands of refugees that swell the population of Florida know the reality of the Castro threat and they desire to remove it and the stain of communism from their homeland. As loyal Cubans they wish to make this removal a Cuban venture. This is reflected in their questions concerning enlistment in the new Spanishspeaking army units. They want training against Castro. There has been a constant clamor and numerous proposals for a Cuban Governmentinexile. Foremost in the arguments against such a move is the idea that there is no unficationa among the Cuban refugees and no way to obtain the approval of the underground fighters in Cuba. Currently. our Government appears to be extending some quasiofficial status to Dr. Jose Miro Cardona. leader of the revolutionary council.
