The amendment would permit any person to file a written request at his local post office to detain such propaganda or such obscene matter. and when the Postmaster General received such request. he would be authorized to detain and dispose of such mail for such period as the request is in effect. thus preventing embarrassment to the recipient from having a flood of this propaganda which he does not want to have come to him. This will be especially helpful to new refugees coming into this country. who are subjected to the "come back to the homeland" type of propaganda. I urge support of the amendment. The 11th Senator has just entered the Chamber. but a few others have left. so there are now present less than 10 Senators.
