Mr. President. I appreciate the opportunity to explain to the Senate. in some detail. the case for the passage of S. 420 and S. 421. These bills are for the relief of two residents of Portland. Oreg.. William Mackie and Hamish Scott MacKay. who were deported from the United States in November 1960. and would allow them to return to this country. if they so desire. Mr. President. I must speak on these two bills at this late hour today for several reasons. First. I assured the leadership of the Senate that. in this instance. as is my common practice in making speeches in the Senate which are not related to the pending business of the Senate.
