House passage of this bill precipitated the Presidents action of February 3. 1962. when he issued Proclamation No. 3447 placing a total economic embargo on Cuba. The embargo was effective 4 days. later and its effects were felt in Cuba- immediately thereafter. Reports of economic difficulties and the rationing of goods have filtered out by the endless stream of refugees escaping the hardships of Castros communism. Castro was unable to obtain American products and machinery to supply Cuban industries and these shortages. coupled with Communist farming methods. have wreaked havoc on Cuban agriculture. The sugar crop. once the mainstay of the Cuban economy and even now vital to Red China. is down more than 1 million tons under its level for the previous year.
