I believe. however. that it should be amended to correct one fundamental weaknessa weakness which would limit claims to those who were nationals of the United States on the date their property was lost or damaged. Mr. Chairman. there are American citizens today who lost their homes. their property. and their savings in World War II who would not be covered by this bill. There are Americans who fought for the future of their country in that war who would be excluded. We have never countenanced or accepted a distinction between American citizens based on their date of naturalization. We have never accepted the fact that there are first- and secondclass Americans. But this is exactly what the present language in section 204 of this bill would do.
