Nor will claims of persons. who were residents of the United States but not yet citizens at the time of loss be recognized. Such discrimination against these newer citizens is wholly unwarranted. It is a violation of the spirit. if not the letter. of the Constitution. The Supreme Court of the United States has repeatedly said that naturalized citizens are not secondclass citizens. With the single exception of eligibility for the Presidency. they are entitled to equal treatment with naturalborn citizens. Moreover. these new citizens have a strong equitable claims to equality of treatment in the payment of war claims.
