Mr. Speaker. as sponsor of House Concurrent Resolution 459 and House Concurrent Resolution 479. opposing the flow of 62 million American dollars to Communist Castro as ransom for prisoners. and as author of the amendment to the foreign aid authorization bill which would have prevented this flow of dollars to aid the Communist cause in Cuba. which amendment was narrowly defeated on the House floor. I think it is significant to add to this RECORD a letter received from a very prominent Cuban refugee. Dr. Elpidio Garcia. former prosecutor for the Government before the Supreme Court of Cubaand Attorney Generalin which he joins with me in opposing this ransom deal.
