This year. an expansion of the Quakers program has been made possible with the assistance of the Ford Foundation. The purpose of this program is to replace crew leaders with the more reliable system of the labor cooperative. Under traditional practices not only in California. but also in all areas using migrant labor generally. the crew leader. in most instances. is responsible for supplying farmers with the workers they need. The crew leader also acts as the workers accountant. Because of the unreliability of many crew leaders. however. the farmer frequently lacks the workers he needs in the numbers and at the times he needs them.
