And indeed. natives of Puerto Rico. such as Teodoro Moscoso. currently directing and coordinating the Alliance for Progress. and Arturo MoralesCarrion. Deputy Assistant Secretary of State for InterAmerican Affairs. have risen to some of the highest levels in our Federal Government. The most fruitful byproducts of the Commonwealth. however. have been the benefits afforded Puerto Rico itself. where the currently decreasing rate of emigration and rising standard of living provide striking evidence of progress. In marked contrast to the nineteenth century colonialist practice of exploitation and ruinous taxation. Puerto Rico under the Commonwealth is specifically exempt from Federal taxes. even from those which are paid by all other Americans. while great strides have been made in industrial development under the ambitious Operation Bootstrap.
