It kept the pledge to remain neutral during the Allied campaign in North Africa. It permitted safe passage across its domain for American airmen and many thousands of French resistance fighters making their way to assist in the North African campaign. this in the face of repeated threats of invasion by the Axis Powers. At this time Spain became a haven for thousands of persecuted Jewish refugees. The Spanish Government was the first neutral nation to place an embargo on the export of materials that were being shipped or transshipped to Germany. Spain was also the first nation to conclude a permanent air agreement with the United States. which granted us landing rights for military as well as civilian planes.
