It is obvious to me that the Committee on Economic Development plan to reduce farm labor by at least onethird. over a 5year period. will no doubt encounter bitter opposition from many quarters but I. for one. subscribe to the idea that to maintain high levels of industrial activity we must have greater vocational training and education in rural areas. But. Mr. Speaker. I trust the Committee on Economic Development report does not suggest an emigration from rural areas--a mass exodus of our young people. If this was permitted to occur. small towns in my district. and indeed throughout America. would eventually become ghost towns. On January 15. 1960.
