As the Senator has appropriately pointed out. the mayor of Cleveland. who will become the Secretary of Health. In the very near future he will be one of the Presidents chief advisers in an area of governmental activity second in importance to none. namely. the welfare. education. and health of the American people. I commend the Senator and his State. as well as the new Secretary.
