I could go on across the industrial line and show where industrial capacity of the United States. across the board. despite our vast expenditures for national defense. is something less than 75 percent. In the six nations comprising the European Common Market the productive capacity approaches 90 percent. And. there is no unemployment. Before the Treaty of Rome there were something like 200.000 people unemployed in Italy alone. As a matter of fact. the gentleman from Pennsylvania. one of our great distinguished leaders in this body. was confronted constantly by bills in this body to up the immigration quota provision mainly because of the unemployment problems prevailing in Italy. Today there is no unemployment in Italy. In Belgium today there is overemployment.
