However. I believe it is a precedent. in this body. that even though a Member objects to overall provisions of a bill. there is nothing improper in trying to perfect it in certain areas by voting for desirable amendments. or in trying to add something that seems proper to any section of the bill. as I have tried to do in this amendment. Our President has already announced that he intends to make our agricultural surplus food products available to needy Chinese refugees in Hong Kong. Here is our chance to express the intent of the Congress on this question. I ask for the adoption of the amendment.
