Mr. Speaker. on this occasion of the commemoration of the victims of the Soviet mass arrests. executions. and deportations from the Baltic Republics of Estonia. Latvia. and Lithuania. I would like to draw attention once more to the findings of the Select Committee on Communist Aggression. published in 1954: 1. In 1939. the U.S.S.R.. after concluding a secret pact with the Nazis which divided Eastern Europe into spheres of influence. did impose socalled mutual assistance pacts upon Estonia. Latvia. and Lithuania. 2. The mutualassistance pacts so imposed upon the Baltic States called for the establishment of Soviet Russian military bases and airfields 4n each of those nations. at the same time guaranteeing that there would be no interference with their internal affairs. including their political structure and social and economic systems. 3.
