Senate appointed by the President of the Senate. 20 members to be appointed by the President of the United States. and 1 member from the Department of the Interior who shall be the Director of the National Park Service or his representative. The functions of the Commission would be to develop and execute suitable plans for commemorating the 100th anniversary of the Emancipation Proclamation. One of the darkest chapters in world history was the enslavement and forced deportation of Negro men. women. and children. As our Secretary of State Dean Rusk said only recently at a dinner in honor of the President of the Ivory Coast. Felix HouphouetBoigny. the United States can take no pride in regard to the manner in which Africans came to this country. but we can be proud of the contributions which Africans and their descendants have made to the United States.
