If people are forced either by political conditions or by economic conditions to flee Red China. I think those in charge of a program like this should also take steps to guard against black marketing. I am not insensible to the fact that when large quantities of food or other products are made available. even though most persons involved may have honest motives. people can engage in black marketing in those goods.
