President Chiang Kaishek and those who work with him. Second. the offering of food from our country. under our foodforpeace program. Third. some international action to allocate these refugees to those countries that are able to absorb numbers of them. on the traditional fairshare theory which we employed so effectively with other groups of displaced persons and refugees. Fourth. again the expression of the bountiful heart of our country in terms of private benefaction for which we are noted throughout the world. and of which I. for one. and many other Americans. are very proud. in this case through the organization of the International Rescue Committee. which has already taken notice of the situation and called it to the attention of the world. and which has the machinery and the ability to utilize such resources as may be made available to it in a really effective way. This idea is not original with me.
