Mr. President. since the end of World War II. the United States has welcomed to its shores some 800.000 displaced persons and refugees. Their arrival was not a new or novel experience for America. It was. in a sense. a reenactment on a larger scale of the arrival of our first refugees. the Pilgrims in 1620. These more recent refugees. like those who had preceded them. have now become Americans. They are homeless refugees no more. They have become respected and productive citizens of our great country.
