I am very glad that they are included in the terms of the bill. because. in practice. they. too. are denied the full right to vote in certain States. For example. in New York State. as the Senator knows. there exists a literacy test in the English language. It bars a considerable number of the Puerto Rican population in New York State from voting. I am very proud of the fact that the Democratic Party in New York City and in New York State favors this section of the bill and wants to eliminate the disqualification which is now practiced against the Spanishspeaking citizens of New York City.
