The mufti of Jerusalem instilled a fanatical hatred for the Jews in his followers. In 1921. 1929. and 1936 there were riots in Palestine and a Royal Commission headed by Lord Peel recommended that Palestine be divided into a Jewish and an Arab state. Unfortunately. this recommendation was turned down. . Instead the British reversed their earlier position of support and in an effort to placate the Arabs issued a white paper in 1937 which restricted Jewish immigration. curbed the purchase of land. and opposed new settlements. During the war years of World War II plans for an independent state took second place to fighting the common enemy. Nazi Germany.
