Suppose. further. that the State of New York decided that it would eliminate the test of literacy for voting. but nevertheless the State of New York decided that in order to have an informed electorate. anyone who wishes to vote must have completed eight grades of an accredited school in the State of New York. or a comparable or equivalent requirement.
