Mr. President. if indeed there is an intent by Congress to go beyond the test of literacy. to go beyond a uniform definition of that word. I wish to have it clearly understood that so far as I am concerned there must be a proposed constitutional amendment. My doubts are not entirely removed with respect to the literacy test itself. I believe that if the Congress passes the MansfieldDirksen amendment it will be followed inevitably by prolonged litigation leading eventually to the Supreme Court of the United States. and the time consumed in such litigation may well be more than the time consumed in seeking ratification by the States of a constitutional amendment proposed by the Congress.
