Are we to ignore the importance of that image which has helped to make us friends in other parts of the world? Will those whose support we covet be able to say that while we may give them economic assistance and military help. we will not welcome them into our country? Will we sabotage that effort by maintaining immigration regulations which to peoples everywhere appear to run counter to the ideals we profess? Our present quota system has drawn more justified criticism at home and abroad as being hopelessly archaic than almost any of our other existing laws. As a first step. national quotas should be based on the 1960 census. There is no logic in tying them to a census of more than 40 years ago which no longer mirrors our national origin background.
