I myself had a discussion with a young man who is the head of the State sovereignty commission. which is working on the same problem. He proposed to me that a list of questions should be drawn up which any reasonable person should be able to answer. He proposed the list of questions which appear on the Immigration and Naturalization Service test. which the Federal Government requires to be answered in order to enable a person to obtain citizenship. My understanding is that a person would be asked to answer two or three of the questions. One question would be a giveaway. such as: Who was the first President of the United States?
