The literacy test bill. therefore. is a most definite step backward. Furthermore. it is farcical in this day of social promotions to provide that a student who has completed the sixth grade shall. by act of Congress. be declared literate. Schools make social promotions because they choose not to let the big fellows with broad backs and small minds stay long in one grade.
