I do not expect that my good friends from the South will agree with my observations about this subject matter. But I have my obligations. as I see those obligations. in keeping with my oath. owed to those who send me here to represent a great sovereign State of this Union. and I make my constitutional argument very briefly by reading into the RECORD my answer to my good friends from the Southwhich happens to be the 14th and 15th amendments to the Constitution. Section 1 of the 14th amendment reads as follows: All persons born or naturalized In the United States. and subject to the jurisdiction thereof. are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States. nor shall any State deprive any person of life. liberty. or property without due process of law. nor deny to any person within Its jurisdiction the equal protection of the laws. I shall skip section 2. section 3. and section 4. and now I read section 5: The Congress shall have power to enforce. by appropriate legislation. the provisions of this article.
