It would rob all of the 50 States of their present power to make actual literacy in the English language a qualification for voting in Federal elections as to Spanishspeaking persons who have completed the sixth primary grade in any designated school in Puerto Rico. It would substitute for the simple literacy tests prescribed by State laws a new Federal qualification for voting in Federal elections. which could be used by refractory State election officials to delay or frustrate the registration of any or all persons seeking registration for Federal elections.
