In Washington. he must be able to read and speak English. In New York and Oregon. he must be able to read and write English. In Hawaii. he must be able to speak. read. and write English or Hawaiian. In Connecticut and Wyoming. he must be able to read provisions of the State constitution or statutes in English. In Arizona. he must be able to read provisions of the Federal Constitution in English. and write his name.
