We made his statement the governmental policy of our Nation. The policy enunciated by Secretary of State Dulles is 180 degrees from the policy which we have just incorporated in the resolution which we supported before the Security Council of the United Nations. Secretary of State Dulles pointed out that the three great problems in the area were as follows: First. the tragic plight of the refugees who had lived in the territory now occupied by Israel. Incidentally. he said that their number was 900.000. since that time the figure commonly used is 1 million. Second. he said that a pall of fear hangs over the Arab and Israel people alike. and that it must be dispelled.
