H.R. 9694 treats all citizens alike and provides that any national. who is otherwise eligible. may make a claim if he was a national on the date of the enactment of the measure. I believe that H.R. 9694 is consistent with our abhorrence of discrimination against any group of U.S. citizens. and I urge the Members of this body to support the measure. Mr. Speaker. on April 6. 1962. Aufbau in a penetrating editorial analyzed the serious inequity of S. 2618 with its distinction between old and new citizens. Aufbau was founded in 1934 by a small group of refugees from Hitlers Germany.
