Speaker. I am today introducing a bill to establish a National Academy for Public Service to be located on Ellis Island in New Ydrk Harbor. Ellis Island. which served for many decades as the path of entry for millions of immigrants coming to this country. is today unused. There is only the memory of its glorious past when it teemed with eager newcomers to our friendly shores who had obtained their first contact and glimpse of America through a few days sojourn on this island until their admission had been cleared. Ellis Island was a symbol of hope and the realization of that hope for several generations of new Americans.
