All States require a person to be a citizen if he is to vote. but one State requires such citizenship for 1 month before the election is held. and four States require such citizenship for 90 days or 3 months before the election is held. and one State requires U.S. residence for 5 years prior to the election. So we could go on and on into that matter. Madam President. what about the literacy tests? Twentyone States have literacy tests. This information might come as a surprise to a great many persons. for probably in these United States there are a great many persons who think that the only States of the Union in which certain minimum requirements or qualifications are imposed on suffrage are the States south of the MasonDixon lineStates which use such qualifications or requirements. so some think. as a means of preventing a substantial segment of the citizenry from voting. However.
