Mr. President. substandard housing is one of the most troublesome. yet important. parts of the migratory farmworker problem. In my work with the Subcommittee on Migratory Labor. I have seen numerous examples of migrant farmworker housing in various States. Substandard housing is not uncommon for these citizens. sometimes. it is even below the level of human decency. Substandard housing is. in fact. so commonplace in areas affected by the seasonal influx of migratory farmworkers that few question the reasons for its existence. In the midst of such apparent complacency. it is extremely encouraging to see the emergence of those few individuals who willingly contribute pioneering leadership for the improvement of conditions under which our migratory f armworkers live.
