In any case. the head of the Central Intelligence Agency will take on great responsibilities and acquire great powers which. at least insofar as Congress is concerned. he can exercise with little or no supervision. Under the law. he can withhold titles. salaries. or numbers of personnel employed by the Agency. He can approve the entry into the United States of certain aliens and of their families. subject to concurrence of the Attorney General and the Commissioner of Immigration and Naturalization. He will have authority to expend funds without regard to the provision of law and regulations relating to the expenditure of Government funds on vouchers certified by him alone. These are unusual powers. and powers which Congress traditionally has not yielded easily.
