This has been our consistent position. and it would be most unfortunate if. as a result of a tactical vote. the impression should arise that we do not believe the Arabs and Israelis should meet together to settle their differences. We must remain firm and vigorous in our support of all efforts to bring about an ArabIsrael settlement. and the most direct route to such a settlement is the peace conference. at which the parties sit as equals in facetoface discussion. This is the essential basis for any progress on any issue in the Middle East. be it refugees or disarmament. How can we get progress when one side refuses to talk to the other? How can we move forward when one side wants to destroy the other?
