It provides for the selection of both United States and foreign students and grantsinaid to finance their studies. At first impression this proposal seems to belong in the Education and Labor Committee. But it also provides a nonimmigrant status for foreign students and outlines deportation procedures. Surely the Judiciary Committee should consider these provisions. The bill also provides that a crosssection of foreign students will be selected from the areas "in which the total political war is being fought." Under this concept the Freedom Academy would be an instrument of foreign policy. which should be the province of the Foreign Affairs Committee.
