Russia is trying to push the Western Allies out of Berlin and eventually to take over West Berlin. An ancillary issue and pertinent to the major issue is: Will East Berlin be recognized as a sovereign unit? There are four major problems involved: (1) Air and ground access to the city of Berlin from the West and freedom of movement within the city of Berlin. (2) Our socalled propaganda activities. (3) Refugee flow. (4) Strength of allied garrison. These issues and problems are related to the overall issue of: Shall there be a united Germany with Berlin as its capital and one treaty or shall there be a divided Germany with two treaties? We must never forget that the Soviet fears the German people. its intelligence and its ability to make war.
